crepe myrtles

I'm a bit concerned about my Crepe Myrtle in the spot that keeps getting replaced. It shows no signs of growing leaves, yet. I've done the fingernail-test on a few stems: some look like dead wood, others are still green and alive underneath. Not sure if it will survive.

The other one is getting into full leaf quickly.
